It repealed the 2025/9 communiqué and covers the products listed by HS code in its Annex 2 — 323 codes, covering household electrical appliances, lighting, electric motors, transformers, gas appliances, pressure equipment and a long tail beyond that. There is no prior-permission list in this one.

The change that matters commercially is procedural, and it is easy to miss: the out-of-scope declaration has been abolished. Under the old regime, a product that appeared in an annex list but was arguably outside the communiqué’s actual scope could be cleared with a fixed out-of-scope reference in the customs declaration. That shortcut is gone. For any HS code listed in the annex, a TAREKS application is now required regardless of whether the product genuinely falls within scope — and the scope decision belongs to the inspection body, not to customs.

2026/9

In force 1 January 2026, replacing 2025/9 — 323 HS codes in Annex 2, inspections carried out through TSE (Official Gazette 31.12.2025, No. 33124)

20 working days

To upload the requested documents once a shipment is directed to physical inspection — miss it and the application closes negatively

1 year

Validity of the TAREKS reference number, which the importer enters in box 44 of the customs declaration

Why a wax pot ends up in that annex at all

A wax heater is a heating appliance: a resistive element, a thermostat and a bath, plugged into the wall. It is classified and assessed as small household electrical equipment, which is one of the product groups the communiqué names. Whether your specific GTİP sits in Annex 2 is a classification question — and it is the first question to settle, with your customs broker, before production rather than before sailing.

Two consequences follow. First, the TAREKS application has to be filed even if you believe the pot is outside scope, because the declaration route that used to handle that argument no longer exists. Second, because the scope call now sits with TSE as the inspection body, the outcome depends on the documents you upload: the customs documents, the invoice or pro forma, and the EU declaration of conformity together with a certified copy of its Turkish translation. A declaration that arrives in English only is a delay, not a discussion.

Budget the clearance accordingly. TAREKS review typically adds five to fourteen business days to a shipment that would otherwise clear in one or two, and a physical inspection consumes the twenty-working-day window plus the time it takes to produce whatever TSE asks for. Sanctions for breaches are not trivial either: the company user’s authorisation can be suspended for one to twelve months, with applications directed to physical inspection for the same period. And permission to import is explicitly not a statement of compliance — under Law No. 7223 the importer remains responsible for the product’s conformity whether or not it was inspected.

The market you are actually selling into

Turkey is large, dense in one city, and structurally small-business. A business-directory count published in March 2026 puts 29,139 beauty salons nationwide, with İstanbul holding 7,974 — 27.4% of the total — followed by Ankara at 3,051 and İzmir at 8.6% (Poidata, March 2026). A separate scrape of hair salons in April 2026 counted 11,958, up 2.97% since 2023, and found 97.37% single-owner operations (Rentech Digital, April 2026).

That structure decides the product mix. A single-owner salon buys one pot, replaces it when the element fails, and chooses on what a colleague recommends and what the unit looks like on the bench. Chains are the exception, not the rule, so a distributor’s volume does not come from a few large projects — it comes from hundreds of one-pot orders, which is a stock-availability business rather than a tender business.

The 450 ml single-knob pot — the volume unit in a market of one-pot buyers.

A container mix that matches that structure

If you are building a first stocking order for a distributor, resist the temptation to spread the range evenly. A mix that reflects the ownership structure and the bench layout looks roughly like this per hundred units: forty-five 450 ml pots, twenty 250 ml pots for a second wax type, fifteen 180 ml units for second rooms and mobile kits, eight 20 ml graphene units for brow work, seven 500 ml digital pots, and five 800 ml or double-pot stations for the rooms doing back and chest work.

The 450 ml pot is the workhorse for a reason that has nothing to do with marketing. It holds roughly 400 g of beads, which is a full working day on legs and underarms for one technician, and it is the size that fits a bench that also has to hold a gel station. Three models sit in that band — the W5 and W6, and the BWW5K, which is a single 30–125 °C knob at 100 W with no display and no touch control. The BWW5K is the entry unit and the replacement unit; the digital 500 ml W2 is what you sell when the salon asks for a set point it can read.

Two set points, two pots

Most Turkish menus run a hard wax and a film wax, and those are two different working temperatures. Turning one pot up and down between clients is how wax scorches at the collar, how a technician loses four minutes a service waiting for the bath to settle, and how a 400 g load gets written off at the end of the week. A second pot — 250 ml is usually enough — costs less than the wax a badly managed single pot wastes in a season. That is the argument that sells the second unit, and it is a better one than a discount.

Temperature stability is a consumable cost, not a spec-sheet luxury. A mechanical thermostat swings several degrees around its set point; on a low-temperature film wax that swing is the difference between a film that grips and one that tears and has to be redone. The hard wax range that pairs with these pots runs from a rosin-free 45–50 °C film through a premium rosin bead to a 55–60 °C consumer-grade film and a 450 g soft wax can — four SKUs, two working temperatures, which is exactly why the second pot gets sold alongside the first.

What belongs on the purchase order

The GTİP, agreed with the broker in writing, plus a note on whether it appears in Annex 2 of Communiqué 2026/9.

Who files the TAREKS application — the importer of record, using their own company user. Agree this before the deposit, because the reference number is theirs, not yours.

The EU declaration of conformity, plus a certified Turkish translation, delivered with the shipping documents rather than on request.

Manual and rating plate in Turkish, with the plate matching the declaration’s model designation exactly.

220–240 V / 50 Hz elements and a moulded cord set for type F sockets, with the plug type named as a line item so nobody substitutes a Schuko-to-whatever adapter at the port.

Spare parts in the first order: one heating element, one inner pot and one controller per ten units is a sane ratio for a market where a salon expects a same-week repair.

Full specifications for the ten-model ladder are on the wax heater product page, and the private-label route from sample to own brand is set out under OEM and ODM.

Quick FAQ

      <details class="bt-faq__item">
Our HS code is in the annex but the pot is plainly a professional appliance. Can we still declare it out of scope?

Not through the old route. The fixed out-of-scope declaration was removed with the 2026 communiqués, so for a listed HS code a TAREKS application is required either way. The scope assessment is now made by the inspection body rather than by customs, which means the argument is won or lost on the documents you upload — a complete technical file and a properly translated declaration, not a covering letter.
</details>
      <details class="bt-faq__item">
How much time should we add to a first shipment?

Plan five to fourteen business days for TAREKS review on top of normal clearance, and treat a physical inspection as a separate event with a twenty-working-day document window. For a first order into a new GTİP, add two weeks to the promise you make the distributor — it is far cheaper than a port storage bill and a missed launch.
</details>
      <details class="bt-faq__item">
Do you supply 220 V units with a Turkish cord set, and can we start small?

Yes on both. Elements are built for 220–240 V / 50 Hz and cords are moulded for type F on request, named on the purchase order. A mixed pallet across the 20 ml to 800 ml ladder is the normal first order for a distributor, and single units can ship as paid samples so a salon can run one before the stocking decision.
</details>

Next step

Send us the GTİP you intend to use, the plug type on the purchase order and the room count you are stocking for, and we will return a SKU mix, a cord-set specification and the technical file your importer needs to open the TAREKS application.
