Consumers here read labels, and salons translate that habit into supplier questions. A formula is a commodity; a formula with a clean, correctly worded file is a product.

Step one is classification, not formulation

Under Japan’s Pharmaceuticals and Medical Devices Act (PMD Act), hair removal is one of the purposes reserved for quasi-drugs, alongside anti-hair-loss and hair-growth claims. Standard cosmetics follow a different route: a notification filed per product, with no pre-market approval of efficacy. Which side a professional wax lands on therefore depends on its intended use and the claims made for it — so the claim wording has to be settled before the pathway can be fixed, and the pathway has to be fixed before packaging is printed.

Practically, this is the first question to settle with your Japanese partner: cosmetics notification, or quasi-drug approval through PMDA? Approval is a per-product pre-market review with a much longer timeline and materially higher cost, and a claim that drifts across the line after launch is a compliance problem rather than a marketing one. We are a manufacturer, not your regulatory adviser — answer this one with your marketing authorization holder before anything else.

The four files a Japanese buyer will ask for

1. A marketing authorization holder based in Japan. Only an entity holding the cosmetics marketing and sales license (化粧品製造販売業許可) can place a cosmetic on the Japanese market, and it must be a Japanese-resident company — an overseas manufacturer cannot hold it directly. If you have no Japanese subsidiary, you contract a licensed local firm as your MAH, and that firm carries legal responsibility for quality, safety and regulatory communication.

2. Registration of the overseas plant. A manufacturing site outside Japan must be registered as a foreign manufacturer (外国製造所登録) with PMDA, applied for through the MAH. The registration is reported to run for five years, and product from an unregistered plant cannot legally be imported or sold, whatever other licenses the importer holds. This is the item most likely to sit on the critical path.

3. A product notification per SKU. Each formula and pack variant is notified with the prefecture where the MAH is based, covering the recipe, the manufacturing site and the label. Changing the formula, the product name or the company details requires an updated filing.

4. A Japanese label and ingredient list. Label text must be in Japanese and carry the product name, the MAH’s name and address, net content, batch number and the full ingredient list in Japanese — using the standardized Japanese labeling names maintained by the Japan Cosmetic Industry Association, not a direct translation of INCI. Ingredients without an assigned Japanese name need a naming application first. Imported goods also carry country of origin, and an expiry date is required only where the product would deteriorate within three years. Formulations must sit inside the Standards for Cosmetics, including the positive lists for preservatives, UV absorbers and tar colors.

One nuance worth knowing: Japan does not impose statutory cosmetics GMP through the PMD Act. JCIA publishes voluntary guidelines aligned with ISO 22716, and licensing standards still require demonstrable quality control. An importing entity that relabels or repackages needs a manufacturing license for that activity — easy to overlook when goods arrive fully packed.

Unlabeled transparent bags — the label, the claim wording and the notification stay on your side, with no print cycle in the critical path.

Why a 45–50 °C window suits Japanese clients

Japanese clients are attentive to sensation, and this is not a market where you can bulk your way past a rough film. Formula A1, the rosin-free flagship, is formulated to work across a 45–50 °C band — a range, deliberately, because the working window is what a technician actually uses; quoting a single melting point invites a pot being set above the temperature at which the film still releases hair rather than skin. Rosin is also the ingredient most often raised in client conversations about reactions, so removing it gives a salon a direct answer at the desk.

Standard colors are Gold & Pink, both on a normal production schedule. White is a custom color made to order — holding clean opaque white across a full run is the most demanding process in the line — so treat it as a photography SKU while Gold and Pink carry volume. All three run on the same 300 g, 500 g and 1000 g bag formats, so back-bar bulk and retail stock never become two systems.

Formula A2 Cream White beans — high elasticity and grip for short, coarse, deeply rooted hair.

The rest of the rack: grip, retail and strip work

A single-formula range is easy to sell once and hard to reorder. Formula A2 is the premium rosin hard wax, supplied as Cream White beans, built for strong adhesion on short and coarse hair. Consumer-Grade Hard Wax is a 55–60 °C film wax for the at-home segment and the retail shelf. All-Purpose Soft Wax, in 450 g cans, covers traditional strip work. On a mixed menu A1 and A2 are not competitors; they are the two answers a technician chooses between.

Private label with no print cycle

The fastest route to a Japanese pilot has no packaging factory in the critical path. Our private-label program runs on unlabeled transparent bags: the wax arrives sealed with nothing printed on it and your team applies your own label. No artwork approval, no print run, no packaging minimum between the order and the first sale — and Formula A1 runs on a low minimum for private-label work, so a first run can stay modest enough to prove itself with real clients.

For Japan there is a compliance benefit on top of the speed. Because labeling obligations sit with the party placing the product on the market, an unlabeled pack keeps the Japanese wording, the ingredient list and any claim changes under your control — and lets you test claim language with your MAH on a small lot rather than reprinting packaging after review. The framework is on the OEM & private label page, and the formula is documented ingredient by ingredient in the A1 INCI breakdown.

Next step

Formula, color and pack details for the whole professional range are on the depilatory wax page, and the pots to melt it in are on the wax heater page. Formulation questions, including how a temperature window behaves in practice, are covered in the Knowledge Centre.

For a sample box of A1 and A2, technical documents for your MAH, or a private-label plan for the Japanese market, contact Miro Wu, Dedicated Account Manager — email miro.wu@beautome.com or WhatsApp +86 188 1393 3019.

      Request an A1 & A2 Sample Box
      Chat on WhatsApp

Quick FAQ

      <details class="bt-faq__item">
Can you act as our MAH for Japan?

No. The marketing and sales license must be held by a Japanese-resident entity, so a Chinese manufacturer cannot act as your marketing authorization holder. What we supply is the manufacturing side of the file: full INCI declaration, specification sheets, batch records, stability and microbiological data, and the plant documentation your MAH needs for the foreign manufacturer registration. The PMD Act lists hair removal among the purposes reserved for quasi-drugs, while standard cosmetics follow a notification route. That makes the claim wording decisive: settle it with your marketing authorization holder first, because a quasi-drug pathway is a per-product pre-market approval and a cosmetics pathway is a notification. We recommend confirming the classification before any packaging artwork is commissioned.
</details>
      <details class="bt-faq__item">
What does a first order for Japan look like?

A sample box of A1 and A2 for evaluation, then a first production run on a low minimum for Formula A1 in unlabeled transparent bags so you can apply your own label with no print cycle.
