A document registered under it is valid across all five member states — Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan — which is the single most useful commercial fact in this market. A Russian importer who registers a full range can supply a Kazakh chain from the same warehouse, and a Belarusian distributor does not need to build a separate file to buy from Moscow.

The constraint is on the applicant, not the geography. Only a legal entity or individual entrepreneur registered inside the union can hold the document; a factory outside it cannot apply in its own name. That makes the local partner a co-author of your market access rather than a customer of it, and it is worth deciding early whether the applicant will be the distributor, the brand owner’s local entity, or an authorized representative — because the name on that document is the name customs will look for.

5

Member states covered by one document registered under TR CU 009/2011 — Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan

SGR

State registration, not a plain declaration: depilatory products sit on the higher-risk list under the same regulation

0

Codes a factory outside Russia can apply — the DataMatrix is issued to the importer inside the country

Depilatory wax is on the registration list, not the declaration list

Most everyday cosmetics only need a declaration of conformity, with the document held for up to five years. Depilatory products are not in that group. Certification bodies publishing guidance through 2025 and 2026 consistently place products for depilation among the categories that require state registration (SGR) before a declaration can follow — the same list that covers children’s cosmetics, tattoo products, skin-lightening products and chemical peels. The registration is issued by the sanitary authority, not by a private certification body, and the supporting file is a toxicological and microbiological dossier on the formulation, not a safety data sheet.

For a factory that means one thing above all: the dossier has to be ready before the first order, not after. Full ingredient disclosure in INCI, the manufacturing site documentation, the intended use, the label draft in Russian — these are inputs we prepare as a supplier and cannot complete without the formulation and the destination. If a distributor asks for a fourteen-day turnaround on a new SKU, the honest answer is that the clock starts when the dossier is complete, not when the purchase order is signed.

It also means the classification is worth arguing about before artwork is drawn. A hard wax film used by a professional in a treatment room is a depilatory cosmetic by purpose. The moment a label starts promising reduced regrowth, skin calming or anything resembling a therapeutic effect, the claim starts pulling the product toward a different category with a different file. Keep the label descriptive — wax, beads, film, low temperature — and put the selling language in the training material where it belongs.

The code you cannot print

Russia layers a national traceability system on top of the union document. Under Chestny Znak (“Honest Sign”), cosmetic categories have been moving into mandatory digital marking in stages, with soaps, shampoos, conditioners, deodorants, decorative cosmetics and toothpaste phased in from 2025. Each unit carries a DataMatrix code, and the code is issued against a registered participant in the Russian system — which in practice is the importer or the brand’s Russian entity, not the factory.

That has an operational consequence that catches exporters out: a bag printed in our plant cannot carry the code, because the code does not exist until the goods are declared into the system. Industry guidance for 2026 also describes customs cross-checking declaration numbers against the traceability system, so an invoice that names a document the system cannot see becomes a conversation rather than a clearance.

Two design decisions follow. Leave a clear, flat, uncoated panel on the bag or the carton, large enough for a label carrying the Russian legal text plus the code — and do not print over it. And decide where the labeling happens: at the importer’s warehouse before dispatch to salons, or at a contract packer. A distributor running a central warehouse will usually do it in-house; a chain that buys direct will want the bags delivered ready to label, not pre-labeled with a code that has since expired.

The flat panel on the front of the bag is a specification, not a design preference — it is where the importer’s label and code have to land.

Why an unlabeled transparent bag is the right packaging here

In most markets the unlabeled bag is a way to skip print plates and shorten the launch cycle. In Russia and the CIS it is closer to a structural requirement. The bag leaves the factory carrying the product and the batch; the legal text, the importer’s details and the code are applied inside the union, by the party who is allowed to apply them. Private label on low MOQ terms becomes viable because there is no printing cycle to wait for, and a distributor can test three colors across ten salons before committing to a printed run.

Two checks keep that workflow from failing quietly. Adhesion on polyethylene film is not the same as adhesion on a printed carton — run a week-long test at 40 °C before approving a label stock, because a wax room in August is a warm place. And keep the batch number visible after labeling: if the only lot reference sits under the label, a recall cannot be executed. We print the lot on the bag seam as well as on the outer carton for exactly this reason.

What the range looks like on a Russian shelf

Four products cover the professional floor. Formula A1, the rosin-free flagship, works in a 45–50 °C band — a range, not a single number, which matters in a cold room where the film sets faster. Standard colors are Gold and Pink; White is a custom color produced to order because it is the most demanding to run. Formula A2, the premium rosin cream white, is the elastic one for short, dense or coarse hair. Consumer-Grade Hard Wax is a 55–60 °C film wax for volume work and retail shelves, and All-Purpose Soft Wax in 450 g cans covers strip work.

Bag sizes are a stock decision: 300 g for testing and mobile technicians, 500 g as the salon standard, 1000 g only where weekly volume justifies it — a 450 ml pot holds roughly 400 g, so a kilo bag on a small back bar is an oxidation experiment. Storage stays at 15–24 °C, dry and out of light, with the bags brought back to room temperature before opening in winter.

Details of the range are on the wax formulas page, private-label options are set out under OEM and ODM, and the rest of the market notes are on the blog.

Quick FAQ

      <details class="bt-faq__item">
Does one registration really cover Russia, Kazakhstan and Belarus?

A document registered under TR CU 009/2011 is valid across all five Eurasian member states, so the same product can be sold in Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan without a separate national registration. What does not travel automatically is labeling practice and any national traceability requirement — confirm those with the importer in each market. The applicant must be an entity registered inside the union.
</details>
      <details class="bt-faq__item">
Why does depilatory wax need state registration rather than a declaration?

Under TR CU 009/2011, depilatory products fall into the higher-risk group that requires state registration before a declaration of conformity, alongside children’s cosmetics, tattoo products and chemical peels. The file is a toxicological and microbiological dossier on the formulation, assessed by the sanitary authority. It has to be complete before the first shipment, which is why we ask for the destination and the formulation brief at quotation stage.
</details>
      <details class="bt-faq__item">
Can the factory print the Chestny Znak code on the bag?

No. Codes are issued to a participant registered in the Russian traceability system, which is normally the importer or the brand’s Russian entity, and they are generated per unit inside the country. What we can do is leave a clean, flat panel sized for the importer’s label and code, keep the lot number visible on the bag seam, and ship unlabeled so the labeling happens where it is legally allowed to happen.
</details>

Next step

Tell us which markets the distributor covers, who will hold the registration, and whether the first order is a test across a few salons or a warehouse drop.
